 Cardinal Creek Tribune - First Edition

February 14, 2007 -

The inaugural edition of the Cardinal Creek Tribune (CCCA Newsletter) has been officially released to Canada Post for delivery to over 2200 residents of the Cardinal Creek community.  The first edition of the newsletter has been the combination of many hours of volunteer work creating the layout, content and canvessing sponsors.  The newsletter will be delivered via Canada Post the week of February 19th.

Sean Crossan, President CCCA, said the following upon the release of the newsletter to Canada Post - "I would like to extend a special thank you to Sandra, Jean-Francois, Dianne, Kyle and Martin .. for their hardwork and significant efforts. Great job!!!  Keep an eye in your mailboxes for this edition."

Springridge Pathway Access Barriers

November 24, 2006 -

To prevent vehicular access to the walking paths around the Springridge community, the City of Ottawa, in consultation with the CCCA, has proposed the installation of access barriers (also referred to a bollards and gates) in a number of key locations.

The City has provided the following diagram to indicate the locations of these barriers:

Snowmobile Trails in the Urban Centre

January 11, 2007 -  

Developments are being made on a number of fronts on the snowmobile issue:

1) Our association launched a snowmobile petition in November 2006 to move the groomed snowmobile trail to the rural area (east of Cardinal Creek)in 2007; to develop a rural snowmobile trailer area adjacent to the rural trail for quick and easy access; to enhance police enforcement and action; to prevent motor vehicles use along the hydro lines and to install barriers along the walking path in the Springridge subdivision.

2) The Carleton Regional Snowmobile Association (CRSA) has agreed not to open the snowmobile trail on the west side of Cardinal Creek. We would like to thank the CRSA for their support in this mater.

3) In late December, the Parks and Recreation department installed barriers along the walking path around Springridge to keep snowmobiles out. P&R also indicated that they would launch a public awareness campaign to educate snowmobilers.

4) The City has confirmed that there is a Cumberland by-law in place that restricts the use of snowmobiles within 100 feet of homes between midnight and 8:00 a.m.. Ottawa Police Services were provided with an extensive debrief on the snowmobile issue in late November 2006 andwill be monitoring the situation closely.

5) A number of developers are not providing access to the snowmobile club because they understand the public safety and liability issues associated with this activity in a rapidly growing urban area.

August 29, 2006 -

The Carleton Regional Snowmobile Club is gearing up for another fun-filled season of snowmobiling.  And the CCCA has requested a meeting to review the planned trails within the urban boundary to ensure safety and security for the residents of the Cardinal Creek Community.

With the increasing number of homes within the community, it has become necessary to have the snowmobile trails moved outside of the area between Cardinal Creek and Trim Rd - also supported by the development community.  Sean Crossan, President of the CCCA, and Councillor Bob Monette have requested a meeting with the Carleton Regional Snowmobile Club to review their trail plan and ensure it is on the east side of Cardinal Creek.

Cassia Park Skating Rink

September 23, 2006 -

Please note that the CCCA will be operating an outdoor winter skating rink for8 - 10 weeks starting in late December (weather dependant).  The skating rink will be open to all members of the public during daylight hours and a schedule will be posted so that all children have equal access to this much needed community facility.

CCCA Director of Parks and Recreation, Andre Paroyan is our key contact.  Volunteers to maintain the rink surface are welcome!


Orleans Trail Strategy

August 25, 2006 -

Team Ottawa-Orleans has been successful in securing a grant for the Orleans Trail Strategy.  As stated in an email by Sandra MacInnis, Executive Director for Team Ottawa-Orleans, "This project will cross a number of work groups and will result in the mapping and marketing of the trails and paths in an aim to encourage physical fitness in our community."

This is a priority for the CCCA, as it will increase connectivity andlinkages throughout Orleans particularly to our parks and park facilities.

Park 18B Information

Nov 4, 2006 -

The CCCA President showed residents pictures of the current status of Park18-B. Work only commenced on the largest park in our community (9.9acres) in early October 2006. This late start, combined with heavy rain, made it almost impossible to meet the commitment made by the Manager of the City of Ottawa's Parks and Recreation Department to grade, loam/top soil and seed Park 18-B by end of October 2006.
 
A contractor, hired by the City has cut the grass, bulldozed down the trees and very roughly levelled the clay in this area. There is also clearly a need for more fill in certain areas of this park as certain areas are low lying and swampy. The contractor did not cut the grass in these areas.
 
It was also evident that the contractor will have to wait until the ground is frozen before they can dump the topsoil and grade the park this fall. A landscape contractor who lives in the community provided Joséelie, P&R with some expert advice on how thi park can be advanced this fall when the ground is frozen and made it clear that grass seeding will not be effective this fall. Grass seeding will need to take place in spring 2007 to be effective.
 
While Ms. Helie did not make any commitments, it is clear to the CCCA that if the top soil is not spread and graded this fall (when the ground is frozen) the Parks Planning Division will miss the target on this project by a minimum of 8 months (summer 2007). At this point, it is questionnable whether children will even be able to use this park in 2007.

- Community requested development of Park ASAP due to shortage of developed parks in community.
- City has made the commitment to grade loam and seed park Autumn 2006
-Cardinal Creek Development paid $65, 392 for park improvement fee rather than Clean and Green obligation. Ashcroft bound to C&G obligation
- Parks has hired a surveyor to map the city owned property lines 1st September 2006.  Completed Sept 10th.
- Grading, loam /soil installation and seed October 2006.  Awaiting delivery of city commitment.
- Surface Operations has agreed to over-seed in the spring 2007.

 


Valin Park Information

Nov 4, 2006 -

The Valin Park plan was approved in-principle by 42 members of the community on Thursday November 2nd at the CCCA monthly meeting.  JoséHelie, P&R was in attendane as the final issues were voted on, one by one, by the community. The contractor hired by Ashcroft to complete the storm water mgmt pond is scheduled to begin Monday (weather permitting). Please note that the contractor actually started on Saturday, November 4th.
 
Residents requested a detailed breakdown of the $300,000 park budget. Louise Cerveny agreed to send this detailed budget information and a children's playground survey which the CCCA will post on its webpage and provide feedback to P&R by early 2007.

Residents were very concerned about the $50,000 estimated cost of an engineered bridge and requested that the Park Planning group do everything in its power to get the best value for money (lowest price) for this asset. Residents also voted in favour of paved pathways throughout the park and in favour of developing a natural walkway to the apple tree grove on Valin Street.
 
The majority of residents were also concerned by the small amount of money ($60,000) allocated to the children's playground and asked the Park Planning staff to find innovative ways to increase this playground budget. One suggestion was to ask the developer to assume all of the grading costs as per its its clean and green obligations. This could potentially free up an additional $30k to $40k which could be used to enhance the children's playground area. José Helie, P&R also suggested that the CCCA look into the P&R Minor Capital Matching Program. The $7,500 matching program is a fund which the city has setup where a community organization does fund raising and the city will match the amount up to $7,500. This could provide an additional $15,000for the project.  * See also the letter from the CCCA to Mayor O'Brien - click here .
 
Some residents also raised concerns about adequate parking adjacent to the park when children use the small soccer area (located in the stormwater mgmt pond) for practices. Parks Planning to follow-up on this issue and provide solution.
 
Overall, Louise Cerveny made a good presentation and there were no show stoppers.

-Fill (over 7.0 metres) sat on the park site for over three years. a result of stripping, grading and excavation material from Subdivision development.
- Developer is obligated to provide services and Clean & Green the park.
- City Parks Planning sent long list of outstanding issues to the developer Ashcroft Homes, on August 4th, 2006.
- Developer is obligated to address these issues prior to fulfilling the clean and green obligations.

Status:
-Meeting was held June 16 with developers and consultants as well as all internal stakeholders to determine course of action and schedule
- Fill has been removed from Park site since July 28th, 2006.
- Community Consultation with park concept plan developed was held July 25, 2006
- CCCA met with developer Aug 30 to review plans and receive update on status of park.
- Developer is ready to start construction of storm water management pond, awaiting P&R approval.
- Parks and Recreation to ensure clean and green of park for fall 2006.
- Final community consultation, working drawings and out to tender, winter 2007
- Construction of park amenities and pathways Spring 2007

However, none were present at this meeting. It appears that timing is an issue as Brigil Homes Ltd. would like to grade and sod this park this fall.
 
It was decided that Louise Cerveny would send the CCCA some possible park design options this fall and the CCCA would consult residents in the area to obtain their feedback. The CCCA will also be visiting Avalon pocket parks to obtain ideas. The CCCA will post these options on its web page and provide feedback to P&R by early 2007.

Community Works Schedule update

The Cardinal Creek Community Association has been working with the City of Ottawa and Home Builders in the Spring Ridge and Oak Ridge / EastVillage areas to confirm the completion of construction works within these communities.  The following information is a summary of the information which the CCCA has received from the city and the developers:

Trim and Innes Gas Station 

December 30, 2006 -

The city has provided the following diagrams indicating the site plan(topographic view) and landscaping plan for the proposed Ultramar gas station to be located on the North-East corner of Trim and Innes.

The CCCA is NOT in support of the current proposed plan as it does not address a number of the concerns regarding fencing and lighting raised by residents who will be impacted by the gas station.

September 23, 2006 -

Awaiting feedback from city planning staff.

August 8, 2006 -

The City of Ottawa held a public consultation session on Tuesday, August8.  Councillor Monette lead the meeting which included city staff,representatives from Ultramar and a number of concerned Cardinal Creek Community area residents.

A colorized version of the proposed site plan was shown to attendees and a reduced version handed out. Agents for Ultramar reviewed the plan will the city and the public and opened the floor to questions.  Residents raised a number of questions including safety and traffic issues and issues with lighting, noise and fencing.  It was confirmed that any noise fence to be installed would be on the Ultramar property and their responsibility to maintain.  It was also confirmed that a TSSA approval was required prior to Ultramar proceeding with construction.
